WHAT DOES CLIMATE CHANGE MEAN?
Climate change, driven by the accumulation of greenhouse gases in the atmosphere from human activities, has emerged as a arguably the most significant global threat to human and planetary wellbeing. Given the significance of climate change especially for the most vulnerable countries like the least developed countries and island states, there is a call for large-scale reduction in the stock of greenhouse gases in the atmosphere through mitigation and sequestration measures. Since the climate system has been perturbed and will continue to change even if global emissions of greenhouse gases would be reduced to zero, countries have to also develop policies, strategies and actions plan to adapt to the impacts of climate change and climate variability.
HOW ELIA SUPPORTS TO PREPARE FOR AND ADJUST TO CLIMATE CHANGE
ELIA offers consultancy services for countries to formulate low-carbon (mitigation) and climate-resilient (adaptation) development pathways in order to address the twin facets of climate change concurrently. Our services also extend to the private sector and overlaps with our services on Corporate Sustainability.
Carbon Accounting – ELIA has developed a carbon accounting tool that has been tailored for Mauritius. The tool employs international benchmarked methodologies of the Clean Development Mechanism (CDM) and, where applicable, emission factors of the IPCC. It is also compatible with ISO14064 for carbon reporting. The tool can be used for: (1) corporate sustainability reporting; (2) developing carbon projects; (3) carbon labeling of products and services; and (4) as a pedagogical tool to understand the impacts that human activities has in terms of greenhouse gas emissions.
Carbon Project Services – ELIA provides carbon project development services, including carrying out scoping studies, writing of Project Idea Notes, and Project Design Documents, predominantly for the CDM. We have experience working in Sub-Sahara African countries, including Mauritius, Sudan, Kenya and Tanzania.
Carbon Strategies – In combination with the two above services, ELIA has the capacity to develop low-carbon strategies for businesses and countries. The objectives of low-carbon strategies are: (1) to enhance energy productivity by eliminating wastage and improving energy efficiency; (2) accrue savings on energy bills; (3) introduction of renewable energies in existing energy mix. Together with the Millennium Institute, we are able to develop medium-to-long-term energy scenarios using System Dynamics modeling.
CDM CAPACITY BUILDING / DEVELOPMENT
ELIA provides training on the intricacies and modalities of the CDM/carbon finance. We have developed detailed training material and conducted training in Mauritius, Sudan, Ethiopia, Benin, and Seychelles.
PROJECT DEVELOPMENT AND EVALUATION SERVICES
ELIA develops Concept Notes and full Project Documents that detail the content, structure, implementation modalities and budgeting of projects funded by the Global Environment Fund (GEF) and European Union (EU) in the fields of climate change mitigation (e.g. Tajikistan) and adaptation (Mauritius) and sustainable development (for MWH-UNITAR-ECF). We also have expertise for carrying out the evaluation (mid-term and terminal) of GEF-funded projects (e.g. PV project in Namibia).
CLIMATE-RESILIENT DEVELOPMENT STRATEGIES
ELIA works in partnership with its collaborators to provide climate-resilient cross-sectoral strategies to both companies and countries. In 2011, we completed work on climate adaptation strategies for the Government of Kenya with the Millennium Institute. Similar work on developing climate-resilient oases in Morocco is ongoing.
